Topics and thematical sessions included:

• A workshop on "Deploying eEHIC services for borderless care in Europe" organized by the NETC@RDS project. This projects focuses on the initial deployment of an online service for the electronic European Health Insurance Card (eEHIC). The workshop addressed policy and legal aspects, potential market dimension and commercial features of the services, and effectiveness of the proposed ICT solution in view of the interoperability of the eEHIC as forthcoming challenge for borderless care in Europe.
   
  
• "Citizens Services for Borderless Healthcare in the European Union: Practical Solutions", a workshop by TEN4Health. Closely linked with the NETC@RDS project, TEN4Health focuses on access of citizens to healthcare in participating Member States' hospitals, based on a secure web service and its integration into developing European ehealth infrastructure networks. The TEN4Health project has developed, piloted and implemented in a full operation mode IT-based services for cross-border healthcare provision in different European countries. Together with NETC@RDS, agreement was achieved on a common European web service specification supporting standardised messaging to link hospitals and other health care providers with health insurance organisations and with national healthcare IT infrastructure.
   
  
• A focus session on Telemedicine in Clinical Trials presented by Medifacts International. The session reviewed key considerations for successful implementation of Telemonitoring Self Measured Blood Pressure (T-SMBP) within the clinical research environment, and provided some case study examples.
   
  
• "Tele-enabled Healthcare - The Voice from the Field" presented in cooperation with the European Health Telematics Association (EHTEL) Task Force on Sustainable Telemedicine & Chronic Disease Management. This Task Force connects key actors in disease management and supports them to develop essential cornerstones to reach consensus for collaboration and sustainable telemedicine implementation in the field.
   
  
• An overview of "International Telemedicine & eHealth Initiatives and Developments" by members of the International Society for Telemedicine & eHealth (ISfTeH), focusing on the current state of telemedicine and ehealth use and deployment in countries such as Austria, Bulgaria, France, Georgia, Italy, Russia, South Africa, UK, Ukraine.
   
  
• A session on "Telenursing", a growing application, offering possibilities to reduce the use of expensive healthcare services, to reduce hospital admissions or length of stay, to perform regular check-ups on patients with chronic conditions, to spread limited resources over a large population, and to increase access to nurse education. The Telenursing session was organized in cooperation with the Telenursing Working Group of the International Society for Telemedicine & eHealth, a group that is also working closely together with the International Council of Nurses in order to advance the knowledge and use of telemedicine/telehealth technologies and ehealth among nurses worldwide.
   
  
• Sessions on "eHealth for Developing Countries and Low Resource Settings", showing ICT's contributions to healthcare delivery and capacity building in the developing world.
   
  
• On a related subject, there was also a special training session on "How to Implement eHealth Solutions?" presented by the expert group on Question 14 "Telecommunications for eHealth" within the International Telecommunication Union. The training looked at strategic planning issues for the development and implementation of ehealth services in the various areas of health sectors and the required coordination between healthcare and telecommunications authorities in the implementation of national ehealth programs (which have been recommended to all countries by the World Health Organization in its Resolution WHA58.28).
   
  
• A session on "Pan Asian Collaboration for Evidence-Based eHealth Adoption and Application", presented by the PANACeA initiative which aims to generate evidence in the field of ehealth within the Asian context, through a network of researchers from developing Asian countries.
   
  
• Various sessions on Chronic Disease Management, Home Care Solutions, Telecardiology, eHealth Informatics, eLearning, eHealth in Support of Routine Medical Practice, Mobile Health, Ethical Issues, eHealth in Support of Mental Health, Image Transfer, showing what works and what doesn't, as well as what exists or what is under development in telemedicine, ehealth and health ICT systems and solutions.
   
  
• A regional (BeLux) hospital administrator seminar organized in cooperation with the Luxembourg CRP-Santé (Public Research Centre for Health) about "Priorities, benefits and budgets for health IT in the 21st century", which will reflect upon the short and medium term priorities and on making optimal choices for hospitals and the healthcare system as a whole. The seminar shared some of the most interesting experiences in the region and beyond, and showed the benefits, as well as the conditions for success and the difficulties and resistance that can be met during implementation.
   
  
• Several sessions focusing on "Extreme Environmental Conditions and eHealth" presented in cooperation with the Belgian Institute for Space Aeronomy. The sessions focused on the very current topic of the rapid degradation of our natural environment and recent evidence of climate change which has brought new interest in monitoring interactions between humans and the environment (individual monitoring of physiological and environmental parameters, emergency and disaster relief monitoring of populations or groups in specific environments, long-term monitoring of trends in large population groups). The importance of these types of monitoring, and the role of space technologies in ehealth in general, is expected to increase significantly in the next few years. The sessions provided a brief overview of relevant existing methods and of new trends in earth observation, in tracking and location, in communication, and in search and rescue. Interaction between human health and space weather were also discussed.

Telemonitoring and tele-healthcare are actively being implemented through health care providers for general patient care, specifically in patients with heart failure, diabetes and hypertension. The transition and implementation of telemedicine in clinical trials provides many benefits to the conduct of the study, but it is important to recognize limitations based upon available technology as well as key considerations for successful implementation of telemedicine in a clinical trial.

The use of Telemonitoring Self Measured Blood Pressure (T-SMBP), allows for remote collection of blood pressure (BP) data from a subjects home. The benefits of implementing T-SMBP include:


• Electronic capture of BP data – remove transcription errors in diary
  
• Based on trial design, it may be possible to reduce the number of office visits required by the subject
  
• T-SMBP provides for real-time access of the subjects BP data via study webportal. This can include alert criteria process as well as real-time view of data trends and treatment effect
  

This session reviewed key considerations for successful implementation of T-SMBP within the clinical research environment. In addition, some case study examples were provided.

Meeting of the LIFOSS working group of EFMI (www.efmi.org), explaining and discussing the website in construction at: www.chos-wg.eu.

The 3 main groups of questions discussed during the workshop were:

Introduction:
What does the open source approach mean and what are the motivations in healthcare? (morning session)

Development issues:
Which aspects can be shared as common software modules, between different projects. How to manage collaborations between projects, sharing resources at international level? (morning sessions)

Sustainable support services:
What are the conditions in order to install and maintain sustainable implementations based on open source softwares? How to manage recurrent yearly maintenance services in a professional way and as a traditional business model at regional level? (afternoon session)

The questions and suggestions raised during the workshop will be used to improve and to extend the next version of the website. The workshop also prepared a roadmap for the next activities of the working group.
