Despite several attempts to understand the transformation facing healthcare delivery systems following the e-Health revolution, no comprehensive study has yet been completed to accurately track behaviour, identify barriers, and predict future trends. Understanding the current level of usage of ICT as well as anticipating which health delivery systems and technologies will be in place in the coming years is now a critical requirement for active players in the health sector. Without this baseline, governments will continue to have difficulty in making informed political decisions and the industry will not have the information on which to base investment decisions. Health players will continue to invest in fragmented solutions and the potential value of the changes needed to implement e-Health will remain very difficult to quantify.
To address these questions, Deloitte & Touche presents the second in a series of market studies on the e-Health revolution. The first study, Emerging European Health Telematics Industry Market Analysis, offered an assessment of current and forecasted levels of usage of ICT products and services in the European healthcare sector. Looking ahead to the second phase of the Health Information Society Technology Industry assessment, Deloitte & Touche Health Centre of Excellence in co-operation with DG Information Society of the European Commission and UK partner Silicon Bridge Research has launched a major new research programme - Health Information Network Europe (HINEurope).
The main purpose of the Health Information Network Europe project is to build a permanent networked information knowledge base, allowing actors in the healthcare delivery sector to access information useful in determining strategic action plans to increase effective use of ICT.
Once set up and under way, this knowledge network will help formulate ICT strategies and investment plans. Effective strategies require creation of synergy and co-operation between key sector stakeholders including the ICT industry, health professionals, public authorities and consumer organisations to identify more exactly user needs and expectations. Ongoing research and insights into critical European and industry-specific issues facing healthcare industry leaders will help pinpoint the way ahead. The pilot project will be deployed initially in the following countries: Belgium, Czech Republic, Denmark, France, Germany, Spain and United Kingdom. HINEurope membership is an opportunity for all health players to anticipate the next wave in health care, the "e-Health" revolution. The 50th Medical Working Group (MED WG) of the North Atlantic Treaty Organization (NATO), established a Telemedicine Panel tasked to develop common principles, policies, and techniques for all aspects of the utilization of telemedicine and tele-consultation in the NATO multinational operational environment. A draft policy document - "NATO Telemedicine Interoperability" – was written and staffed throughout the 19 member nations for comment in June 2001.
Each NATO member nation has a range of military telemedicine capabilities for either garrison or deployable situations. The challenge of the NATO Telemedicine Panel will be to incorporate the varied national telemedicine functions and requirements into a comprehensive and standardized telemedicine system.
The Telemedicine Panel will convene in Luxembourg during the Telemedicine & Telecare International Trade Fair and will also participate in the educational program of this event to describe the background and current status of the NATO Telemedicine effort, as well as provide information on a series of representative nations current deployable telemedicine programs. In addition, mention will be made as to how the national military telemedicine programs mesh with civilian telemedicine capabilities in Europe.


The Fall 2002 issue of the peer-reviewed journal Academic Exchange Quarterly (AEQ) will be devoted to education in the fields of health informatics and telemedicine. Manuscripts are sought that deal with topics such as, but not limited to, those raised by the following questions. What unique, creative instructional methods, programs, or curriculum are being used in clinical, lab or classroom settings to teach informatics and telemedicine to health care professionals? How are the policy and ethical issues raised by health informatics and telemedicine being taught? How do financial constraints affect the instructional process? Manuscripts are also sought that describe evaluations (quantitative or qualitative) of informatics and telemedicine instructional programs.
The print journal of AEQ has over 23.000 readers, and the electronic version, available free world-wide, has hundreds of thousands of potential readers as it is available from the world's leading knowledge source Gale's InfoTrac Expanded Academic Index.


A delegation from DieMME, a leading Yugoslavian company in the field of telemedicine, will be present at the Telemedicine & Telecare International Trade Fair.
